The Challenge

The current Islamic Education data collection system, in use since 1998, has presented numerous challenges. These challenges have necessitated the adoption of EMIS 4.0 as a strategic tool for academic units and performance assessment in Islamic education. However, implementing EMIS 4.0 with a high degree of commitment and seamless functionality requires the use of robust change management techniques, which our proposed plan is designed to address, highlighting the urgency for this change.

Our Approach

The change management plan developed by ID COMM is designed to address four key areas: law and regulation, business model and institution, communication and socialization, and human resources development. With the support of legal, business operations and technology experts, ID COMM will assist in implementing policies, optimizing business processes, and modifying stakeholder behavior, all of which are crucial for implementing EMIS 4.0.

The Result

ID COMM’s assessments led to several key recommendations:

  • Draft technical guidelines and a Ministerial Decree on data management
  • Educational sessions and training programs for EMIS 4.0 administrators
  • Creative communication tools (posters, audio dramas, social media posts, infographics) to encourage behavioral change and effective adoption of EMIS 4.0, enhancing governance and performance among user champions
